O PREFEITO DO MUNIC\u00cdPIO DE LAJES, Estado do Rio Grande do Norte<\/b>, no uso das\u00a0atribui\u00e7\u00f5es que lhe s\u00e3o conferidas pela Lei Org\u00e2nica Municipal, com fundamento na Lei\u00a0Municipal n.\u00ba 402\/2003, e em conformidade Decreto Municipal N.\u00ba 011, de 26 de mar\u00e7o de 2025;<\/p>\n

 <\/p>\n

RESOLVE:<\/p>\n

Art. 1\u00ba Designar<\/b>\u00a0o Sr. Marcos Ant\u00f4nio Nunes, CPF n\u00ba ###.694.254-##, para exercer a fun\u00e7\u00e3o de Gestor Administrativo-Financeiro do Fundo Municipal dos Direitos da Crian\u00e7a e do Adolescente (FMDCA), na qualidade de Presidente do Conselho Municipal dos Direitos da Crian\u00e7a e do Adolescente (CMDCA).<\/p>\n

 <\/p>\n

Art. 2\u00ba Designar<\/b>\u00a0o Sr. Jos\u00e9 Anchieta dos Santos, CPF n.\u00ba ##9.397.104-##, para exercer a\u00a0fun\u00e7\u00e3o de Tesoureiro do Fundo Municipal dos Direitos da Crian\u00e7a e do Adolescente (FMDCA).<\/p>\n

 <\/p>\n

Art. 3\u00ba Caber\u00e1<\/b>\u00a0ao Conselho Municipal dos Direitos da Crian\u00e7a e do Adolescente (CMDCA), representado por seu Presidente, o controle pleno do FMDCA, nos termos da legisla\u00e7\u00e3o pertinente e de Resolu\u00e7\u00f5es espec\u00edficas.<\/p>\n

 <\/p>\n

Art. 4\u00ba<\/b>\u00a0S\u00e3o atribui\u00e7\u00f5es do Gestor Administrativo-Financeiro do Fundo:<\/p>\n

 <\/p>\n

I<\/b>. Coordenar a execu\u00e7\u00e3o dos recursos do Fundo, de acordo com o Plano de Aplica\u00e7\u00e3o\u00a0aprovado pelo CMDCA;<\/p>\n

 <\/p>\n

II.<\/b>\u00a0Preparar e apresentar ao CMDCA demonstra\u00e7\u00e3o mensal da receita e da despesa<\/p>\n

executada do Fundo;<\/p>\n

 <\/p>\n

III.<\/b>\u00a0Emitir e assinar notas de empenho, cheques e ordens de pagamento de despesa do<\/p>\n

Fundo, em conjunto com o Presidente do FMDCA;<\/p>\n

 <\/p>\n

IV.\u00a0<\/b>Tomar conhecimento e dar cumprimento \u00e0s obriga\u00e7\u00f5es definidas em conv\u00eanios e\/ou contratos firmados pelo Munic\u00edpio que digam respeito ao FMDCA;<\/p>\n

 <\/p>\n

V<\/b>. Manter os controles necess\u00e1rios \u00e0 execu\u00e7\u00e3o das receitas e das despesas do Fundo;<\/p>\n

 <\/p>\n

VI.\u00a0<\/b>Manter o controle dos bens materiais e patrimoniais adquiridos com recursos do Fundo;<\/p>\n

 <\/p>\n

VII.<\/b>\u00a0Encaminhar \u00e0 Contabilidade Geral do Munic\u00edpio:<\/p>\n

a) Mensalmente, demonstra\u00e7\u00e3o da receita e das despesas;<\/p>\n

b) Trimestralmente, invent\u00e1rio de bens materiais;<\/p>\n

c) Anualmente, invent\u00e1rio dos bens m\u00f3veis e balan\u00e7o geral do Fundo.<\/p>\n

 <\/p>\n

VIII.<\/b>\u00a0Elaborar, em conjunto com o respons\u00e1vel pelo controle da execu\u00e7\u00e3o or\u00e7ament\u00e1ria, a demonstra\u00e7\u00e3o referida no inciso II;<\/p>\n

 <\/p>\n

IX.<\/b>\u00a0Providenciar, junto \u00e0 Contabilidade do Munic\u00edpio, para que nas demonstra\u00e7\u00f5es conste a situa\u00e7\u00e3o econ\u00f4mico-financeira do Fundo;<\/p>\n

 <\/p>\n

X.<\/b>\u00a0Apresentar ao CMDCA a an\u00e1lise e a avalia\u00e7\u00e3o da situa\u00e7\u00e3o econ\u00f4mico-financeira do\u00a0Fundo, de acordo com os demonstrativos;<\/p>\n

 <\/p>\n

XI<\/b>. Manter o controle dos contratos e conv\u00eanios firmados com institui\u00e7\u00f5es governamentais e n\u00e3o governamentais;<\/p>\n

 <\/p>\n

XII.<\/b>\u00a0Manter o controle da receita do Fundo;<\/p>\n

 <\/p>\n

XIII.<\/b>\u00a0Encaminhar ao CMDCA relat\u00f3rio mensal de acompanhamento e avalia\u00e7\u00e3o do Plano de Aplica\u00e7\u00e3o de recursos do Fundo;<\/p>\n

 <\/p>\n

XIV.<\/b>\u00a0Fornecer ao Minist\u00e9rio P\u00fablico, quando solicitado, demonstra\u00e7\u00e3o da aplica\u00e7\u00e3o dos\u00a0recursos do Fundo, em conformidade com a Lei Federal n.\u00ba 8.242\/1991.<\/p>\n

 <\/p>\n

Art. 5\u00ba<\/b>\u00a0Esta Portaria entra em vigor na data de sua publica\u00e7\u00e3o, revogadas as disposi\u00e7\u00f5es em contr\u00e1rio.<\/p>\n

O\u00a0PREFEITO MUNICIPAL DE LAJES\/RN<\/b>, no uso das atribui\u00e7\u00f5es que lhe s\u00e3o conferidas, e<\/p>\n

 <\/p>\n

CONSIDERANDO\u00a0<\/b>o arrazoado contido no parecer da Assessoria Jur\u00eddica deste Munic\u00edpio;<\/p>\n

 <\/p>\n

CONSIDERANDO<\/b>\u00a0o disposto do Inciso V, artigo 74, da Lei Federal n\u00ba 14.133\/21, de 01 de abril de 2021 e o Decreto Municipal n\u00b0 11, de 24 de mar\u00e7o de 2023, verbis:<\/p>\n

\u201cArt. 74, – \u00c9 inexig\u00edvel a licita\u00e7\u00e3o quando invi\u00e1vel a competi\u00e7\u00e3o, em especial nos casos de:<\/p>\n

V – aquisi\u00e7\u00e3o ou loca\u00e7\u00e3o de im\u00f3vel cujas caracter\u00edsticas de instala\u00e7\u00f5es e de localiza\u00e7\u00e3o tornem necess\u00e1ria sua escolha.\u201d<\/p>\n

 <\/p>\n

CONSIDERANDO\u00a0<\/b>que, para o objeto em tela \u00e9 de exclusividade, n\u00e3o havendo qualquer outra empresa que possa lhe fazer frente, inviabilizando, com isso, qualquer competi\u00e7\u00e3o;<\/p>\n

 <\/p>\n

CONSIDERANDO<\/b>\u00a0haver adequa\u00e7\u00e3o or\u00e7ament\u00e1ria e financeira para custear a despesa, conforme a Lei Or\u00e7ament\u00e1ria em vigor (exerc\u00edcio de 2025), bem como, compatibilidade como o Plano Plurianual (PPA) e a Lei de Diretrizes Or\u00e7ament\u00e1rias (LDO – exerc\u00edcio de 2025) e saldo or\u00e7ament\u00e1rio suficiente conforme atestado pelo Setor de competente.<\/p>\n

RESOLVE<\/b><\/p>\n

Com fundamento no\u00a0Artigo 74, V, da Lei Federal n\u00ba 14.133\/21, CONTRATAR<\/b>, POR MEIO DE INEXIGIBILIDADE DE LICITA\u00c7\u00c3O o seguinte objeto:\u00a0LOCA\u00c7\u00c3O DE IM\u00d3VEL DESTINADO \u00c0 GUARDA E ESTACIONAMENTO DA FROTA DE VE\u00cdCULOS OFICIAIS DA PREFEITURA MUNICIPAL DE LAJES\/RN, COM ESTRUTURA ADEQUADA PARA ACOMODA\u00c7\u00c3O SEGURA E ORGANIZADA DOS AUTOM\u00d3VEIS DAS DIVERSAS SECRETARIAS,\u00a0<\/b>em favor da\u00a0PAROQUIA NOSSA SENHORA DA CONCEI\u00c7\u00c3O, CNPJ n\u00ba\u00a0<\/b>, estabelecida \u00e0 Pra\u00e7a Monsenhor Vicente de Paula, n\u00ba 312, Centro, Lajes\/RN \u2013 CEP: 59.535-000, que apresentou a melhor proposta para o objeto em tela, no valor global de\u00a0R$ 48.000,00 (quarenta e oito mil reais ).<\/b><\/p>\n

 <\/p>\n

A Prefeitura Municipal efetuar\u00e1 o pagamento ap\u00f3s o tr\u00e2mite normal do processo de liquida\u00e7\u00e3o da despesa.<\/p>\n

 <\/p>\n

RATIFICA\u00c7\u00c3O<\/b><\/p>\n

Ante o exposto, tendo em vista os fundamentos apresentados e a regularidade formal do Processo Administrativo n\u00b0 935\/2025, bem como seu enquadramento legal, RATIFICO o\u00a0TERMO DE INEXIGIBILIDADE DE LICITA\u00c7\u00c3O N\u00ba 34\/2025,\u00a0<\/b>para que este produza seus legais efeitos.<\/p>\n

A\u00a0PREFEITURA MUNICIPAL DE LAJES<\/b>, inscrita no CNPJ sob n\u00b0 08.113.466\/0001-05, com sede \u00e0 Rua Ramiro Pereira da Silva, 17, Centro \u2013 Lajes\/RN \u2013 CEP: 59535-000, neste ato representada pelo Sr. Prefeito Municipal\u00a0FELIPE FERREIRA DE MENEZES ARA\u00daJO<\/b>, (brasileiro), (casado) inscrito no CPF\/MF sob n\u00b0 090.085.724-27, doravante designado\u00a0CONTRATANTE<\/b>, e de outro lado\u00a0ARQUIDIOCESE DE NATAL, CNPJ n\u00ba 08.026.122\/0017-26<\/b>, estabelecida \u00e0 PC DA MATRIZ, 1 , CENTRO, LAJES\/RN CEP:59.535-000, sendo representada pelo Senhor\u00a0Pe. O Prefeito do munic\u00edpio de LAJES, Estado do Rio Grande do Norte, no uso das suas atribui\u00e7\u00f5es legais conferidas pela Lei Org\u00e2nica do Munic\u00edpio;<\/p>\n

 <\/p>\n

Considerando a previs\u00e3o na cl\u00e1usula d\u00e9cima segunda do termo de contrato n\u00ba\u00a048\/2024<\/b>, que prev\u00ea a rescis\u00e3o:<\/p>\n

\u201c12.3. O contrato poder\u00e1 ser extinto antes de cumpridas as obriga\u00e7\u00f5es nele estipuladas, ou antes do prazo nele fixado, por algum dos motivos previstos no artigo 137 da Lei n\u00ba 14.133\/21, bem como amigavelmente, assegurados o contradit\u00f3rio e a ampla defesa..\u201c<\/p>\n

13.3.1. Nesta hip\u00f3tese, aplicam-se tamb\u00e9m os artigos 138 e 139 da mesma Lei.<\/b><\/p>\n

Art. 1\u00b0 – As partes acima qualificadas resolvem de comum acordo\u00a0EXTINGUIR O CONTRATO N\u00ba 48\/2024<\/b>, vinculado ao Inexigibilidade n\u00ba 20\/2024.<\/p>\n

Art. 2\u00ba – As partes concordam que, a partir da data de assinatura deste Termo, n\u00e3o haver\u00e1 obriga\u00e7\u00e3o da Contratada na presta\u00e7\u00e3o dos servi\u00e7os do objeto do Contrato.<\/p>\n

Art. 3\u00b0 – Este procedimento tem como base legal o artigo 138, da Lei n\u00ba 14.133 \/21.<\/p>\n

O PREFEITO MUNICIPAL DE LAJES<\/b>,\u00a0ESTADO DO RIO GRANDE DO NORTE<\/b>, no uso de suas atribui\u00e7\u00f5es legais, em conformidade com o quadro de pessoal do Munic\u00edpio;<\/p>\n

CONSIDERANDO<\/b>\u00a0<\/b>o processo Administrativo n\u00ba 1.096\/2025, de 08 de setembro de 2025;<\/p>\n

 <\/p>\n

CONSIDERANDO<\/b>\u00a0a necessidade de assegurar a dignidade e o bem-estar de cidad\u00e3os em situa\u00e7\u00e3o de vulnerabilidade social;<\/p>\n

 <\/p>\n

CONSIDERANDO<\/b>\u00a0o parecer t\u00e9cnico favor\u00e1vel emitido pela Secretaria Municipal de Assist\u00eancia Social;<\/p>\n

 <\/p>\n

RESOLVE:<\/b><\/p>\n

Art. 1\u00ba –\u00a0<\/b>Conceder benef\u00edcio eventual de aux\u00edlio moradia de 03 (tr\u00eas) meses, na forma de Aluguel Social ao senhor\u00a0Rodrigo Ven\u00e2ncio da Silva,<\/b>\u00a0CPF: ##2.479.914-##<\/b>\u00a0residente\u00a0Travessa Francisco das Chagas Segundo<\/b>,\u00a0n\u00ba 64, \u2013 Lajes\/RN<\/b>, no valor mensal de\u00a0R$ 350,00 (trezentos e cinquenta reais<\/b>) totalizando o valor de\u00a0R$ 1.050,00 (mil e cinquenta reis).<\/b><\/p>\n

Art. 2\u00ba<\/b>\u00a0Esta Portaria entra em vigor na data de sua publica\u00e7\u00e3o.<\/p>\n

O PREFEITO CONSTITUCIONAL DO MUNIC\u00cdPIO DE LAJES, ESTADO DO RIO GRANDE DO NORTE<\/b>, no uso de suas atribui\u00e7\u00f5es que lhes s\u00e3o conferidas pela Lei Org\u00e2nica Municipal, e de conformidade com o Decreto N\u00ba.004, de 29 de janeiro de 2025;<\/p>\n

CONSIDERANDO\u00a0<\/b>o disposto na Lei Municipal n\u00ba 1007 de 08 de janeiro de 2025.<\/p>\n

CONSIDERANDO\u00a0<\/b>o disposto na Lei Complementar Municipal n\u00ba 001, de 25 de setembro de 1997.<\/p>\n

RESOLVE:<\/b><\/p>\n

Art. 1\u00ba\u00a0<\/b>Conceder aos servidores\u00a0<\/b>(a)\u00a0<\/b>abaixo citados, lotados na\u00a0Secretaria Municipal de Juventude, Esporte e Turismo\u00a0<\/b>3 (tr\u00eas) \u00bd (meia) di\u00e1rias sendo uma no valor de\u00a0R$ R$ 250,00 (duzentos e cinquenta reais),<\/b>\u00a0e 2 (duas) no valor\u00a0<\/b>unit\u00e1rio\u00a0<\/b>de\u00a0R$ 150,00 (cento e cinquenta reais);<\/b>\u00a0totalizando o valor global de\u00a0R$ 550,00 (quinhentos e cinquenta reais),<\/b>\u00a0em virtude do deslocamento dos mesmos at\u00e9\u00a0Natal\/RN,<\/b>\u00a0que acontecer\u00e1 no dia\u00a016 de setembro de 2025<\/b>, para participar da\u00a093\u00aa reuni\u00e3o Ordin\u00e1ria do Conselho de Turismo do Rio Grande do Norte (CONETUR).<\/b><\/p>\n
